
After the State House of Representatives passed Senate Bill 2 on Friday, the proposed constitutional amendment limiting a governor’s powers during an emergency disaster declaration will be placed on the Spring Primary ballot. Pennsylvania’s voters will make the final determination.
Current state law allows the governor to make an emergency declaration and renew it indefinitely after 90 days. The amendment would give the legislature the power to end or extend the declaration after 21 days. The state is currently on the third renewal of Governor Tom Wolf’s pandemic disaster declaration, which expires later this month.
The bill also amends the constitution to prohibit the denial of equal rights based on race or ethnicity.
The Spring Primary will be held on May 18th.
